I dont know why your webcam isnt working, you could try using an ubuntu live cd and checking if it recognizes it as hardware. At that point you can establish if its a problem with windows or a more fundamental (not worth fixing) problem with the monitor.

Eh, I don't think so. People who do arbor those beliefs also make it as a joke, but I would say there are plenty of people who make "racist jokes" but do not hold any of those beliefs.

To be on topic, you should probably obtain the disc for your operating system and I'm sure the drivers are on there. If all else fails just reinstall Windows from the original disc. If you didn't get the disc with your computer, you have the right to call them and request it(at least in the US you do).
EDIT: I actually have a couple of friends with Dells who didn't receive their Windows discs when they bought their desktops so they called Dell and they sent them the discs for free. You payed for your operating system.
I'm going to contact the guy who runs the shop I got my PC and monitor from. He'll fix or replace. Also, thanks doctor, nice of you. Either you only make racist jokes to look funny while actually not being racist or you make racist jokes to look funny while being racist but not openly admitting it since it isn't hip. Or even openly admitting it sometimes.
Yo it's fixed. Some shit with windows installer fucked the whole comp up and then dad called an engineer. I don't understand this shit. I just know I can show my dick on omegle again now!
