Your ISP might do a speedboost type thing similar to comcast, where they will speed up your download if there is available bandwidth.
Also my friend used to have COX and it would cache speedboost tests and give insanely fast false results, I'm sure yours is just a speedboost type of thing.

Anyways, I've been waiting for FiOS for a year, DSL has at least been better than cox. Loosing 30% of the speed was worth it considering cox went out twice a week.
Residential upload in Ontario is always really slow.
What can i say, this is India, internet costs a lot.
