http://www.emuparadise.org/ --Gives a nice description of roms and usually has screenshots. Pretty decent archive too. Otherwise obtaining them on P2P networks works well.

I used to use Britroms.com, but that is shut down I do believe. I really haven't used emulators since I got Super Mario RPG on my computer. Oh god I love that game -.-
