After some discussion, we've changed the upgrade rules for the n00bs on probation:
"n00bs will be automatically upgraded after 5 days if they have reached 25 posts and their reputation level is 15 or greater. Since they start out with 10 rep, they need to increase this level slightly. So, if no one bothers to +rep them, they will not upgrade."
